This is not only a more front-loaded spell, it's also more a cost-effective (despite needing more 
Mana to cast) version of 
Frostbolt with a small delay before the shot actually travel towards its target, causing it to be slightly more difficult to anticipate compared to its predecessor. If your deck allows you to more comfortably cast higher-cost spells, then this is most of the time, a better Frostbolt alternative for you.
