Shields Up can be used in nearly any deck. The effect of gaining 40 Shield for 1 
Mana is always good. The problem is, it doesn't do much outside that without upgrades. In total, it's a well-balanced spell that fits into every deck as a defensive option.
D (Double) is a good choice for this spell - it gives 80 Shield for 2 Mana, and because Shields Up doesn't deal damage or fire projectiles, it has a very small pool of possible upgrades, making Double easy to find on your first attempt.
